The New York State Departments of Education and Health jointly established the School Supportive Health Services Program (SSHSP) to help districts obtain Medicaid reimbursements for the diagnostic and health support services that they provide to eligible students who have an Individual Education Program (IEP). Reimbursable services include physical and occupational therapy, speech pathology, psychological counseling, skilled nursing services, basic and comprehensive psychological evaluations, medical evaluations, medical specialist evaluations, audiological evaluations, and transportation. Qualified professionals (providers), either under contract with or employed by the district, must provide the services. Because districts struggle to fund educational programs with limited resources, Medicaid reimbursements for services provided to eligible special education students are important potential revenue sources.
